From my reading of the document, it appears to want basically automated target suggestions, i.e. “This is a target and we have X chances of destroying it.”
The title implies baically robot killing, which is what the other comment (at the time of my comment) in here assumes.

I’m sure they’re working toward fully automated warfare, but it looks like this isn’t quite it.

The thing that I found concerning is that this is specifically about taking the choice to use lethal force out of the hands of a human
