The problem is that utility lights for snowmobiles and ATVs that are illegal for road use are sold at the top of the rack for car headlights, and they use the same connection/plugs.

If the USG is serious, it’ll mandate different connectors or something, which won’t fully solve the problem but at least add more friction for consumers to reconsider.
